The Drug Fighting Co-ordination Office (GCCD - Gabinete de Coordenação do Combate à Droga) was the first governmental organisation created in Portugal with responsibilities concerning the co-ordination and general planing of drug fighting. It was created within Presidency of the Ministers Council in 1976. In 1982 it was replaced by the Drug Fighting Co-ordination and Planing Office (GCCD - Gabinete de Planeamento e Coordenação do Combate à Droga). This new co-ordination office was integrated within the Justice Ministry where it stands since then. At the time the repressive fight means were dominant and the government underrating the health and social aspects. This mostly repressive strategie begun to change in 1983, with a new drug law that gave a new dimension to the aspects neglected.

The chief responsibilities of GPCCD are the co-ordination of the state organisations that are involved in the traffic repression, namely the services of Internal Affairs; the gathering of statistical information about the repression efforts; and the accomplishment of the obligations resulting from the drug related International Conventions signed by Portugal.

The GPCCD is compound by two departments: The General-Director and the Planing Group.

The General-Director is the executive department, besides the representative functions, it have at is charge the preparation of the annually actions plan by the Planning Group, and the co-ordination of his execution.

The Planning Group is chaired by the General-Director and is compound by representatives from the state organisations that involved in the traffic repression: Judiciary Police (PJ); Public Security Police (PSP); Republican National Guard (GNR); Customs General-Direction. The Defence Ministry and the Internal Security Service may also have representatives in the Planing Group. To the planing Group is given competencies on the planning and the co-ordination of the repressive and preventive activities against the illicit traffic, and the collaboration in the goals definition for the fight against drugs.
