Programa Nacional de Combate à Droga
The Projecto VIDA is the National Program of Prevention Against Drugs, created in 1987 by the Council of Ministers Resolution 23/87, dated from 87, March,31 as an integrated plan to drug fighting. In this program the government take 30 measures concerning the prevention, treatment, reinsertion, and the supply and demand reduction. These measures are to be accomplished by six different ministries. It main goal was the development of a integrated policy aimed to promote an healthy life style where the drug use don't take place. To attain this goal the defined strategy try to involve the society and promote his action in order to solve the drug addiction problem.
As this requires some changes in the program, in 1990 some of
the 30 measures are modified and the Interministerial
Commission and The National Council was created by
Council of Ministers Resolution 17/90, dated from 90, April, 5.
As they said at the time, this change was aimed to a strong
political commitment to the plan against drugs, and the
mobilisation of the civil society. Under this project the
government accelerate the creation of treatment units that was
restarted in 1987, and promote the creation of Non Governmental
Organisations acting in this domain. In 1992, the High Commissary
authority was set up. The priest Feytor Pinto is since then the
Portuguese kind of drug czar. The government pretends that all
the interventions of the Projecto VIDA, are simultaneously,
given, implemented and evaluated as a whole, by the different
ministries involved, properly framed and co-ordinated by the High
Commissar with the support of his work group. In 1996 the Project
Live had another remodelment as consequence of the decree-law
n.º 193/96, dated from 96 October, 15, but little change was
done.
Interministerial Commission - The purpose of this commission is to ensure an efficient interdepartmental co-ordination. It is directed by the Prime Minister and its composed by the Adjunct Minister, the High Commissar and by ministers of National Defence, Justice, Internal Affairs, Health, Qualification and Employment, Education, Solidarity and Social Security.
The National Co-ordinator Commission - This commission its the Projecto VIDA co-ordinating part and its composed by an representative from the referred ministers and is directed by the High Commissar.
The National Council for Drug Addiction Prevention - Its the Prime Minister consultative council, directed by himself. The competence of this council is to issue opinions and give suggestions concerning the measures to take within the Projecto VIDA, or about subjects relating to drugs.
The High Commissar for the Projecto Vida - This authority have the responsibility to aware the society to the addictions problem, and promote, trough the government services or non governmental organisations, the creation of an integrated information system accessible by the citizens. Besides this, the High Commissar also represents the Projecto Vida in the both contexts, national and international. It have its own office, the High Commissioner's Office.
In every district, in operation near the respective Civil Government, there is one Projecto VIDA center, constituted by the local representatives of the involved ministers and one more representing The State Youth Secretary. One of their goals is to push the society to solve the addiction problem.
