The federal government learned about the report of the Political task group concerning Drug of the Room of the Representatives. By the slant of the present note politicizes, the federal government intends, on the one hand, to make the point with regard to the execution of the recommendations and, to specify what manner it has the intention on the other hand, to concretize a certain number of the unrealized recommendations. In annex of this note, you will find a preview of the politics concerning drug led in the neighboring countries and by some international organizations. The political note has been announced in government's agreement (chapter "ethical Questions") and in the federal Plan of Security and Detention.
Since the problematic of the drug passes the level of the federal expertise and that these are especially the Communities, but also the Regions that have expertises in this domain, one can wonder about the utility of a federal political note concerning the problematic of the drug. The federal political note has been elaborated for the following reasons:
¨ the Room of the Representatives asked the federal government in his/her/its motion of June 26, 1997 to elaborate such a note;
¨ he/it has there, on this day, not again of political organ charged of this problematic regrouping the federal government and the communal governments;
¨ the federal government has important expertises and assure the financing of a big part of the care to the drug addicts as well as aspects repressive and same preventive in this domain;
¨ most international organizations address, in first instance, to Belgium and not to the governments of the regions and communities.
It goes without saying that the projects that concern the governments of the communities and regions will be, alternatively, concretely negotiated between the federal, communal and regional competent Ministers. It is not about, on no account, to throw into question the autonomous expertises of the communities and regions.
1.2. Exploratory considerations
The note political federal Drug has for goal to give an answer to the preoccupying problems concerning the consumption of drugs and the addiction in our society. They have been inventoried by the parliamentary task group Drugs that formulated some recommendations also to approach these problems. The federal political note limits itself to the substances psychoactives (legal and illegal), including tobacco. The dependence to the game is not landed, not more that the use of cannabis besides.
The federal government confirms that the abuse of the drugs is a problem of public health. The present note politicizes enrolls in the setting of a politics of normalization targeted on the management rational of the risks. The politics of the federal government will have some repercussions so much on the offer that on the demand. The main objectives are:
¨ a decrease of the number of dependent citizens;
¨ a reduction of the physical and psychosocial problems that the abuse of drug can generate;
¨ a reduction of the negative consequences of the phenomenon of the drug for the society (among which the social nuisances).
A politics based on three pillars pursues the aforementioned objectives:
¨ prevention for the non consumers and the non problematic consumers;
¨ aid, reduction of the risks and reinsertion for the problematic consumers; and
¨ repression for the producers and the traffickers.
So that these three pillars can be developed in an integrated way, it is necessary to stay up, by priority, to:
¨ to increase the collaboration between the different competent political domains; and to
¨ to develop the epidemiological arsenal and of assessment.
It is preferable to approach the problematic consumption (the one that doesn't go together with offenses of common right) by an offer of aid centered on the reinsertion that while punishing the concerned person and while imposing him some supplementary sufferings thus. He/it is not worth better to warn that to heal? The federal government pleads therefore for an efficient prevention politics.
A certain number of legislative initiatives permitting to fight the organized criminality more efficiently is necessary otherwise. The repression remains the keyword here.
The present note doesn't use the distinction "legal drugs", "illegal drugs" that where this distinction has a sense.
He/it seems indicated that the Cell Drugs (an organ of support of the politics regrouping the competent different levels of politics) to create formula of the objectives shared by the different levels of power and that these objectives are concretized by indicators. If these last are associated to an epidemiology of quality, he/it will become possible to value the future measures policies.
The note consists of different points of action, regrouped in five chapters,:
¨ integrated and global approach;
¨ assessment, epidemiology and research;
¨ prevention;
¨ aid, reduction of the risks and reinsertion; and
¨ repression.
The federal government frees 500 millions of FB for the execution of this note, and more especially for the prevention and the dispensation of care.
The present note was the subject of an Assessment of the impact according to the Kind whose result was:
¨ a terminolotie not indicating specificity of kind;
¨ a clearer presentation of the situation and the political vision;
¨ the insertion, the deletion or the reformulation of several points of action.
To conclude, let's signal that the federal government could count on a large cooperation of the land actors at the time of the development of the political note; we thank all those that helped us. The Communities and Regions reacted favorably to the demand of the federal government aiming to confer on the different points of action, that of which we also thank them.
